In accordance with section 182A of the Planning and Development Act, 2000, as amended, Greener Ideas Limited gives notice of its intention to seek planning permission from An Bord Pleanála for a 10-year planning permission for the proposed development of the 110kV Electrical Substation (Cuilleen) & Grid Connection, herein referred to as the ‘proposed development’. The proposed development the subject of this application for permission will be located within the townland of Monksland, Athlone, County Roscommon. The proposed development will consist of the construction of a 110kV single-bay Air Insulated Substation (Cuilleen), 110kV Underground Grid Connection, and all associated works.

Specifically, the proposed development will consist of:

  1. A 110kV single-bay Air Insulated Substation, to be identified as Cuilleen substation, which will comprise:
    1. control building (9m x 14m) and associated internal 15kV underground cable.
    2. 15/110kV transformer (TRAFO) compound with concrete blast wall, and associated equipment including cable sealing end, surge arrestor, earth disconnect, current/voltage transformer, house transformer, and circuit breaker.
    3. diesel generator.
    4. 6m high palisade fencing and 1.4m high post & rail fencing; 2no. gated accesses to the substation; lamp posts, lighting masts, security cameras and poles.
    5. Use of the access road to the Gas Fired Peaking Power Plant (under construction).
  2. An approximate 1.95km long 110kV single circuit underground grid connection (UGC) between the proposed Cuilleen 110kV Substation and the existing ESB Athlone 110kV Substation, of which approximately 0.5km will be underneath public land to the north-west and south-east of the M6 motorway, with the remainder being underneath public roads. Approximately 90m of the UGC will require Horizontal Directional Drilling (HDD) under the M6 motorway, with 2no. temporary drilling pits, 1no. located to the immediate north-west and 1no. located to the immediate south-east of the M6 motorway, each comprising a temporary work area with equipment and 2m high HERAS fencing. The UGC route will consist of a trench containing 3 no. 160mm diameter HDPE power cable ducts, 2 no. 125mm diameter HDPE communications ducts, and a 63mm diameter Earth Continuity Duct, along with associated cable joint bays, link boxes and communication chambers.
  3. Electrical equipment bay within the existing Athlone 110kV Substation, to include cable sealing end, surge arrestor, earth disconnect, voltage transformer, circuit breaker, and post insulator.
  4. A temporary construction compound to the west of the Gas Fired Peaking Power Plant (under construction), which will comprise 6no. containers to be used as offices/meeting room/welfare facilities (1no. of which is 7m x 3m, and 5no. of which are 6m x 3m), 1no. generator, 2no. stores, 2no. bowser, and a security hut, car parking for construction workers, offload and storage area, pedestrian walkway and fencing.
  5. All associated site development, drainage, and ancillary works.

The proposal is to facilitate the grid connection of the Gas Fired Peaking Power Plant (under construction) permitted under application register reference 18/256, as modified under application register reference 22/234, to the existing Athlone 110kV Substation.
